Forum on Recommendations for the Implementation of Dual Higher Education (DHE)

On 14–15 January 2026, a forum was held on the topic: “Recommendations to Higher Education Institutions in Georgia on the Implementation of Dual Higher Education (DHE).”

The forum was organized within the framework of the DUGEOR project and aimed to discuss the legal, strategic, and institutional aspects of implementing Dual Higher Education in Georgia. The event brought together members of the project Steering Committee, representatives of international and local partner universities, as well as experts in the field of education.

On the first day, the opening ceremony and Steering Committee meetings took place. Particular attention was devoted to Work Package 4 – *“Creation of the Legal and Strategic Framework for the Implementation of Dual Higher Education,”* presented by Prof. Dr. Marijana Mladenov (UBANS). An active discussion followed with the engagement of all participants.

On the second day, the following topics were presented: Introduction to Dual Higher Education (DI. Hagen H. Hochrinner, FHJ); Recommendations to Higher Education Institutions on how to implement DHE (Ursula Göz, DHBW); Amendments to the Law on Higher Education (MoESG); and Amendments to the Accreditation Criteria (NCEQE).

The meeting was attended by Professor George Gabedava, Head of the International Relations Office of Batumi Navigation University, who actively participated in the working sessions and discussions. Participation in the forum once again confirmed BNU’s strong commitment to the development of dual education, the exchange of international experience, and the enhancement of the national regulatory framework.

The forum was hosted by the Georgian Institute of Public Affairs (GIPA).
